The Construction Industries Federation of Namibia (CIF)
The Construction Industries Federation of Namibia (CIF) is considered to be the national voice of Namibia’s construction industry.
The Federation was founded in 1952, originally called the Master Builders Association, and then was registered in 1993 as the CIF. With more than 50 years playing a major role in contributing to the economic prosperity of the nation, CIF provides skills and infrastructure required to build a prosperous and competitive environment in Namibia.
The Federation says “The roads we travel on, the infrastructure that serves our country, the homes we live in, the buildings we work in and the schools our children attend” are very closely tied to the industry’s endeavours.
CIF members represent a very diverse industry in Namibia. Members are responsible for projects in industrial, commercial, civil, institutional and residential sectors. Members include multi-national building and civil contractors, and also, smaller contractors and SMEs employing only a few people.
Members also include those in the retail and wholesale building material trades as well as other manufacturers and suppliers of construction materials and equipment. CIF represents specialist trades such as electricians, joiners, plumbers, painters and steelworkers, and more.
The CIF of Namibia is “an autonomous, non-governmental and apolitical organisation.” An executive committee for the organization is comprised of volunteer members elected at the CIF’s annual general meeting, and that group governs the organization. According to the federation, “the committee is elected from a variety of different construction-related sectors, thereby enabling the Federation to speak authoritatively on behalf of all its members.”
An annual membership to CIF offers many benefits, including industry information and publications designed to help guide members keep their businesses on “the edge of the latest trends, skills and technology available in the Namibian environment.” Membership is an invitation to members to participate in decisions that affect the industry’s future.
Ultimately, the vision of the CIF is to be an industry voice, on issues concerning the national and international communities.
Mission
It is the mission of the Construction Industries Federation of Namibia to serve, promote and enhance a prosperous construction industry on behalf of its members in matters of national and international concern and to enhance the quality of life by providing employment and improving skills.
Objectives
- To represent members in their individual and collective capacities by supporting them against unfair practice.
- To develop and maintain friendly business relations among members.
- To promote harmonious working relationships among its members, their employees and trade unions.
- To represent national interests of the Namibian construction industry with the Government.
- To coordinate the skills and training needs of the building industry in Namibia.
Code of conduct
- The CIF / its members are to render a service of fair and acceptable standard.
- The CIF / its members are to strictly adhere to all Namibian legislation.
- The CIF / its members will endeavour to possess the applicable technical qualifications, knowledge and practical experience to ensure that all construction projects are carried out in a workmanlike and economical manner.
- The CIF / its members will endeavour to satisfy their contractual obligations and business transactions fairly and with honour.
- The CIF / its members will endeavour to organize their business administration effectively and to maintain adequate financial resources for the proper discharge of all contractual obligations.
- The CIF / its members will endeavour not to promote itself / themselves through misleading tenders and / or for advertising.
- The CIF / its members shall not maliciously or recklessly injure another Body or Member.
- The CIF its members shall not attempt to supplant another Body / Member on a particular project after definite steps have been taken towards the latter’s employment.
- The CIF / its members should ensure by the clear display of appropriate symbols that adheres to the Code of Conduct.
- The CIF / its members shall not entice a potential employee, whether directly of indirectly, without proper notice and advertisement.
- The CIF / its members shall implement the investigation mechanisms when the Code has been contravened or where there has been improper conduct.
- The CIF / its members shall take disciplinary steps when the Code has been contravened or where there has been improper conduct.
